An ESA determines if a parcel is subject to Recognized Environmental Conditions (RECs), Historical RECs (HRECs), or Controlled RECs (CRECs). It may include more inquiry than All Appropriate Inquiry, or, if you are not seeking landowner liability protections under CERCLA, less.
REC: the presence or likely presence of hazardous substances or petroleum products due to a release, conditions indicative of a release, or a material threat of a future release.
HREC: a past release addressed to the regulator's satisfaction without subjecting the property to required controls.
CREC: a past release addressed to the regulator's satisfaction, with substances allowed to remain subject to required controls.
A typical Phase I ESA takes 10 to 15 working days. A rush project can be negotiated for an expedited fee.

A Phase I ESA is performed first. Its Findings, Conclusions, and Recommendations will detail whether a Phase II is recommended.
